According to Knox (2013, p. 828), OER can be a "solution to economic growth in developing countries" because it may address the needs of those who lack the means to follow traditional institutional education. However, there are some questions regarding the significance of OER in developing countries that may arise: In developing countries, like Vietnam, the proportion of the population who lives in poverty does still matter and technological devices are luxurious for poor/underprivileged people who still struggle with daily basic needs ( food, water, housing, health service). Those who lack the means to go to school are usually those who find it difficult financially or geographically (for example, most of the Vietnamese ethnic minority groups live in mountainous areas ) to go to centralized institutions. Consequently, are the educational system like OER with the requirement of available Internet and high-tech devices appropriate for them? If yes, how? If not, in what way does OER work to bring its convenience and effectiveness to education in developing countries like Knox argues?

"And the discussion with my friends did bring a more critical and inclusive view on OER by questioning myself:
How can OER be appropriately applied in different contexts and situations to make use of its effectiveness? Do OER and instructional education need to exclude each other? Or can they co-exist and co-operate?
I do believe that this process of questioning and finding the answers might be the best way to practice critical thinking and stimulate my interest in doing research in OER!!! As a future adult educator, I am on my way to looking for the proper way to employ OER in my future institutionally educational environment."
